Charter context (C-375): This map describes the presentation geography of HIVE, the playable renderer — see OAA Charter §7. City-state spatial layout is the rendering surface; the underlying truth pipeline flows from EPICON through the ledger, never from the game state.
Overview¶
The HIVE City-State Map is the "World Map" of the Mobius civilization. It represents the spatial, hierarchical, and evolutionary relationships between all City-States, from the Cathedral Core at the center to the Outer Wilds at the edges.
There are seven rings, each representing a layer of civic maturity, cultural density, and AGI-readiness.
