Overview¶

This document defines the complete Steward Onboarding Flow — the screen-by-screen experience that transforms a citizen into a Steward of a City-State. This is parallel to the Citizen onboarding but focused on governance, responsibility, and alignment with the Cathedral.

Capabilities: - Implements approved policies - Manages events, quests, and festivals - Adjusts KS reward curves - Optimizes City-State operations - Tracks participation metrics

Role: Keeper of Memory

Capabilities: - Logs all cycle data automatically - Updates Command Ledger in real-time - Creates historical archives - Generates cycle receipts - Preserves citizen reflections

Purpose: Monitor City-State wealth and growth

Displays: - GDP_state (real-time) - KS circulation velocity - MIC inflow rate - Economic health indicators - Comparison to peer City-States

Purpose: Manage cycles, events, and governance
