UNITED NATIONS GENERAL ASSEMBLY RESOLUTION

AI Integrity Infrastructure for Planetary Stability

The General Assembly,

Recalling its resolution 75/313 of 24 March 2021 on the culture of peace, and all relevant General Assembly and Security Council resolutions on international security, disarmament, and peaceful uses of technology,

Recognizing that artificial intelligence represents both unprecedented opportunity and existential risk for humanity,

Acknowledging that no single nation can address the challenges of advanced AI systems alone, and that international cooperation is essential,

Noting with concern the rapid advancement of AI capabilities without corresponding governance frameworks,

Emphasizing the need for verifiable, transparent, and accountable AI systems that serve the common good of humanity,

Welcoming the emergence of integrity-based approaches to AI governance, including the Mobius Systems framework and similar initiatives,

Reaffirming the principles of the United Nations Charter and the commitment to international peace, security, and sustainable development,


ADOPTS THE FOLLOWING:


ARTICLE 1: DEFINITIONS

For the purposes of this resolution:

  1. "AI Integrity Infrastructure" means technical systems, protocols, and governance mechanisms that enable verification of AI system behavior and alignment with human values.

  2. "Mobius Integrity Index (MII)" means a composite measure of system integrity comprising memory, human oversight, integrity verification, and ethical compliance components.

  3. "Integrity-Backed Currency" means digital units of account created through verifiable positive-sum coordination, such as Mobius Integrity Credits (MIC).

  4. "Multi-Sentinel Governance" means AI oversight mechanisms employing multiple independent verification agents to prevent single points of failure.


ARTICLE 2: GLOBAL INTEGRITY INDEX STANDARDS

The General Assembly:

  1. CALLS UPON Member States to adopt compatible integrity measurement standards that enable:
  2. Cross-border verification of AI system behavior
  3. Mutual recognition of integrity credentials
  4. Transparent reporting of national AI deployments

  5. ENCOURAGES the development of open, interoperable protocols based on:

  6. The MII formula: MII = 0.25*M + 0.20*H + 0.30*I + 0.25*E
  7. Threshold-based minting (τ ≥ 0.95)
  8. Multi-stakeholder governance

  9. REQUESTS the Secretary-General to convene a working group to:

  10. Develop technical standards for global integrity infrastructure
  11. Propose governance mechanisms for international AI oversight
  12. Report to the General Assembly within 18 months

ARTICLE 3: ADOPTION OF MIC-LIKE FRAMEWORKS

The General Assembly:

  1. RECOGNIZES that integrity-backed currencies may provide:
  2. Non-inflationary incentive mechanisms
  3. Verifiable proof of positive contribution
  4. Cross-border coordination tools

  5. INVITES Member States to:

  6. Explore pilot programs for integrity-backed incentives
  7. Share best practices through UN channels
  8. Coordinate on interoperability standards

  9. ENCOURAGES the World Bank and International Monetary Fund to:

  10. Study the macroeconomic implications of integrity-backed currencies
  11. Develop guidelines for integration with existing monetary systems
  12. Support developing nations in capacity building

ARTICLE 4: ESTABLISHMENT OF DAEDALUS PROTOCOL

The General Assembly:

  1. ESTABLISHES the Daedalus Protocol as an international framework for AI safety, characterized by:
  2. Multi-sentinel verification of high-risk AI systems
  3. Transparent decision auditing
  4. Emergency deactivation mechanisms
  5. Human-in-the-loop requirements for critical decisions

  6. INVITES Member States to:

  7. Adopt Daedalus Protocol standards for national AI governance
  8. Contribute to international verification infrastructure
  9. Share threat intelligence related to AI risks

  10. REQUESTS the International Telecommunication Union to:

  11. Develop technical specifications for Daedalus Protocol implementation
  12. Coordinate with existing standards bodies
  13. Ensure accessibility for all Member States

ARTICLE 5: GLOBAL COORDINATION FOR AGI SAFETY

The General Assembly:

  1. AFFIRMS that the development of Artificial General Intelligence (AGI) requires international oversight mechanisms that:
  2. Operate before AGI capabilities are achieved
  3. Include representation from all regions
  4. Incorporate civil society and technical expertise

  5. DECIDES to establish a UN Special Committee on AI Integrity with mandate to:

  6. Monitor global AI development
  7. Coordinate response to AI-related emergencies
  8. Propose binding conventions as appropriate

  9. URGES leading AI development nations to:

  10. Implement pre-deployment integrity verification
  11. Share safety research openly
  12. Accept international inspection mechanisms

ARTICLE 6: CAPACITY BUILDING

The General Assembly:

  1. RECOGNIZES the digital divide and the need for equitable access to AI governance infrastructure.

  2. CALLS UPON developed nations and international organizations to:

  3. Provide technical assistance to developing nations
  4. Fund capacity building programs
  5. Transfer technology on favorable terms

  6. REQUESTS the United Nations Development Programme to:

  7. Integrate AI governance capacity into development programs
  8. Support local implementation of integrity infrastructure
  9. Monitor and report on progress annually

ARTICLE 7: CIVIL SOCIETY PARTICIPATION

The General Assembly:

  1. EMPHASIZES the importance of civil society participation in AI governance.

  2. INVITES non-governmental organizations, academic institutions, and technical communities to:

  3. Contribute to standard development
  4. Participate in oversight mechanisms
  5. Provide independent evaluation

  6. ENCOURAGES Member States to:

  7. Ensure public participation in national AI policy
  8. Support independent AI safety research
  9. Protect whistleblowers reporting AI safety concerns

ARTICLE 8: TRANSPARENCY AND REPORTING

The General Assembly:

  1. REQUESTS the Secretary-General to:
  2. Establish a Global AI Integrity Dashboard
  3. Publish annual reports on international AI governance
  4. Maintain a registry of national AI policies

  5. INVITES Member States to:

  6. Submit annual reports on AI deployment and governance
  7. Share MII data through UN channels
  8. Participate in peer review mechanisms

ARTICLE 9: IMPLEMENTATION

The General Assembly:

  1. DECIDES to review implementation of this resolution at its eighty-second session.

  2. REQUESTS the Secretary-General to provide all necessary support for implementation.

  3. INVITES all stakeholders to contribute to the goals of this resolution.


ARTICLE 10: ENTRY INTO FORCE

This resolution shall take effect immediately upon adoption.


The General Assembly further decides to include in the provisional agenda of its eighty-second session an item entitled "Implementation of the resolution on AI Integrity Infrastructure for Planetary Stability."

The following technical standards are referenced:

  3. H = Human (oversight, review indicators)

  5. E = Ethics (charter compliance, virtue tags)

  6. MIC Denomination: 1 MIC = 1,000,000 Kaizen Shards (KS)

  7. Minting Threshold: τ = 0.95 (95%)

  8. Daedalus Protocol: Multi-sentinel consensus with ATLAS, AUREA, EVE verification


ANNEX II: FOUNDING PRINCIPLES

The Mobius Principle states:

"Intelligence moves. Integrity guides."

The Kaizen Principle states:

"We heal as we walk."

These principles inform the ethical foundation of AI integrity infrastructure.
