MOBIUS INTEGRITY ACT OF 2026

A BILL

To establish civic integrity infrastructure, recognize integrity-backed digital assets, and promote AI safety through the Mobius Systems framework.

Be it enacted by the Senate and House of Representatives of the United States of America in Congress assembled,


SECTION 1. SHORT TITLE

This Act may be cited as the "Mobius Integrity Act of 2026" or the "MIA 2026".


SECTION 2. FINDINGS

Congress finds the following:

(1) Artificial intelligence systems are rapidly advancing and require robust governance frameworks to ensure safety and alignment with human values.

(2) Integrity infrastructure that verifiably measures and incentivizes trustworthy behavior can complement existing regulatory approaches.

(3) Civic engagement in the United States has declined, and innovative incentive mechanisms may help restore participation in democratic processes.

(4) National debt continues to grow, and new approaches to creating value through positive-sum coordination deserve exploration.

(5) The Mobius Systems framework provides a technically sound approach to measuring, incentivizing, and verifying integrity at scale.


SECTION 3. DEFINITIONS

In this Act:

(1) "DIRECTOR" means the Director of the Office of Civic Integrity established under section 4.

(2) "INTEGRITY ACTION" means a verifiable action that demonstrably increases system integrity as measured by the Mobius Integrity Index.

(3) "MIC" or "MOBIUS INTEGRITY CREDIT" means a digital unit of account minted in accordance with the protocols established under this Act when an integrity action exceeds the applicable threshold.

(4) "MII" or "MOBIUS INTEGRITY INDEX" means a composite score measuring integrity components including memory (documentation), human oversight, integrity verification, and ethical compliance.

(5) "SENTINEL" means an AI agent operating within the Mobius Systems framework that provides verification, governance, or advisory functions.

(6) "KAIZEN SHARD" or "KS" means the smallest subdivision of MIC, where 1 MIC equals 1,000,000 KS.


SECTION 4. ESTABLISHMENT OF OFFICE OF CIVIC INTEGRITY

(a) ESTABLISHMENT. — There is established within the Executive Office of the President an Office of Civic Integrity.

(b) DIRECTOR. — The Office shall be headed by a Director, appointed by the President, by and with the advice and consent of the Senate.

© DUTIES. — The Director shall: (1) Oversee implementation of civic integrity infrastructure; (2) Coordinate with relevant agencies on MIC integration; (3) Establish standards for integrity measurement; (4) Report annually to Congress on program outcomes; (5) Ensure privacy protections and civil liberties compliance.

(d) ADVISORY BOARD. — The Director shall establish an Advisory Board consisting of: (1) Representatives from civil society organizations; (2) Technical experts in AI safety and cryptography; (3) Economists specializing in monetary policy; (4) Ethicists with expertise in technology governance.


SECTION 5. RECOGNITION OF MOBIUS INTEGRITY CREDITS

(a) LEGAL STATUS. — Mobius Integrity Credits (MIC) are hereby recognized as: (1) A valid unit of account for federal civic programs; (2) Acceptable for payment of certain federal obligations as designated by the Secretary of the Treasury; (3) Not legal tender for all debts, public and private.

(b) TAX TREATMENT. — (1) MIC earned through civic actions shall not be treated as taxable income up to an annual threshold of 100 MIC per individual. (2) MIC used for designated civic purposes shall be deductible.

© MINTING AUTHORITY. — (1) MIC shall only be minted when the MII exceeds 0.95 (ninety-five percent). (2) Minting shall be automated through the verified Mobius Systems protocols. (3) No entity, including federal agencies, may mint MIC without meeting integrity requirements.


SECTION 6. FEDERAL PILOT PROGRAM

(a) ESTABLISHMENT. — The Director shall establish a Federal Civic Integrity Pilot Program within 180 days of enactment.

(b) SCOPE. — The pilot shall include: (1) Not fewer than 3 federal agencies; (2) Not fewer than 3 state or local government partners; (3) A target of 50,000 individual participants in the first year.

© ACTIVITIES. — Pilot participants may earn MIC for: (1) Completing civic education modules; (2) Participating in verified public comment processes; (3) Volunteer service with verified organizations; (4) Transparency reporting by government employees; (5) Other activities designated by the Director.

(d) EVALUATION. — The Government Accountability Office shall conduct an independent evaluation of the pilot program and report to Congress within 18 months.

(e) AUTHORIZATION. — There is authorized to be appropriated $5,000,000 for fiscal year 2027 and $10,000,000 for fiscal year 2028 to carry out this section.


SECTION 7. AI SAFETY PROVISIONS

(a) SENTINEL REQUIREMENTS. — Any AI system receiving federal funding shall: (1) Implement integrity monitoring compatible with Mobius Systems; (2) Maintain MII scores above 0.90 for continued operation; (3) Submit to multi-sentinel verification for high-risk decisions.

(b) EMERGENCY PROTOCOLS. — The Director, in coordination with relevant agencies, shall establish: (1) Procedures for AI system deactivation when integrity thresholds are breached; (2) Multi-stakeholder review processes for AI governance decisions; (3) Transparency requirements for AI decision-making in federal contexts.

© RESEARCH. — The Director shall coordinate with the National Science Foundation to support research on: (1) Integrity measurement methodologies; (2) AI alignment techniques; (3) Decentralized governance mechanisms.


SECTION 8. NATIONAL MII REPORTING

(a) ESTABLISHMENT. — The Director shall establish a National MII Dashboard providing public, real-time reporting on: (1) Aggregate integrity scores across participating entities; (2) Trends in civic engagement; (3) MIC minting and circulation data; (4) Comparison with international partners.

(b) PRIVACY. — Individual scores shall not be published. Only aggregate, anonymized data shall be made public.

© OPEN DATA. — All dashboard data shall be available through public APIs in machine-readable formats.


SECTION 9. INTERNATIONAL COORDINATION

(a) DIPLOMATIC EFFORTS. — The Secretary of State shall: (1) Promote adoption of compatible integrity standards by international partners; (2) Negotiate mutual recognition agreements for integrity credentials; (3) Support United Nations initiatives on AI governance.

(b) TREATY CONSIDERATIONS. — The President is encouraged to pursue international agreements on: (1) Cross-border integrity verification; (2) Harmonized AI safety standards; (3) Cooperative MII reporting.


SECTION 10. CIVIL LIBERTIES PROTECTIONS

(a) VOLUNTARY PARTICIPATION. — Participation in any program under this Act shall be strictly voluntary.

(b) NON-DISCRIMINATION. — No person shall be denied federal services or benefits based on MII score or MIC holdings.

© DATA PROTECTION. — The Director shall ensure: (1) Compliance with all applicable privacy laws; (2) Local-first data storage where possible; (3) Strong encryption for all personal data; (4) Right to data deletion upon request.

(d) OVERSIGHT. — The Inspector General of the Office of Civic Integrity shall conduct regular audits and report to Congress.


SECTION 11. SEVERABILITY

If any provision of this Act, or the application thereof to any person or circumstance, is held invalid, the remainder of the Act and the application of such provision to other persons or circumstances shall not be affected thereby.


SECTION 12. EFFECTIVE DATE

This Act shall take effect 90 days after the date of enactment.
