State of the Substrate — C-338 Canon Sync

Summary

Canon state files had drifted from operational reality. cycle.json was frozen at C-288 (2026-04-21); STATE/CYCLE.txt at C-198. The snapshot promised by cycle.json ("C-310 or Seal-001") never landed. This sync advances the cycle counter to C-338 and records what is known, what is carried forward unverified, and what is broken.

Changes in this PR

  • cycle.json: current_cycle C-288 → C-338; date and last_updated set to 2026-06-10; notes rewritten to distinguish attested values from carried-forward values.
  • STATE/CYCLE.txt: C-198 → C-338.

Explicitly NOT changed (carried forward unverified)

  • GI (0.67) — last attested at C-288. Live GI has oscillated ~0.64–0.82 (yellow) through C-326→C-337, consistent with EVE dark on Anthropic credits and attestation suppression. Requires re-attestation, not a hand-edited value.
  • Vault figures (tranche 49.746/50, hash coverage 100%, fountain locked) — no fresh attestation available.
  • open_flagscivic-protocol-core-render-failed is believed stale (the ledger has been healthy since C-337: exit 0, all operations live, PR #562 merged), but flags are removed by verification, not by edit. All five flags retained pending audit.

Root cause: the write pipeline, not the values

The deeper finding is that the journal/state write pipeline into the Substrate stopped at approximately C-288/289:

  • cycles/ contains only C-289.
  • journals/cycles/ contains only C-193.
  • Per-agent journals (e.g. journals/atlas/) end 2026-04-21 — the same day cycle.json froze.

Fifty cycles of operational history (C-289 → C-338) currently exist only in working memory: chat context, Terminal KV, and a Notion projection seeded at C-338. This inverts the mesh canon ("Substrate remembers broadly"). A hand-edited counter is a patch; reviving the pipeline is the fix.

Interim cycle record (C-289 → C-338, summary grade)

Until journals are backfilled, the arc-level record:

  • C-288→C-303: DVA tier system; Vault v2 five-sentinel attestation with hash chain; Browser Shell School of Chambers redesign; 32-workflow audit.
  • C-305→C-321: Vault seal lifecycle (quarantine diagnosis, quorum endpoint); Swarm Gate cost architecture (Tier 0–3, $0.50/day cap); first MIC provisional mint; Terminal→Render ledger write rule clarified; security audit.

  • C-326→C-337: Attestation/auth saga. C-333: OPT-1/OPT-2 (token bridge, resilientWrite KV-first). C-335: 401 traced to AGENT_SERVICE_TOKEN introspection; ~40 frozen CANCELED deployments diagnosed; PR #562 (8bac916) merged. C-336: layered agent-devops guardrail model. C-337: sentinel routine false-alarm diagnosis; dedup patch + bulk-close prepared.
  • C-338: This sync; Notion projection layer established (Command Center, Cycles/Agents/Repositories/Open Library databases seeded from canon).

Open priorities carried forward

  1. Revive the journal/state write pipeline (root cause above).
  2. Update the live sentinel routine at claude.ai/code/routines (BLOCKED-exit duplicate filing).
  3. Run prepared bulk-close on 26 noise issues; apply dedup hardening patch.
  4. Restore EVE; re-attest GI.
  5. Audit and clear stale open_flags.
