Intent

Establish MOBIUS.md at the Mobius-Substrate repo root as the single machine-facing constitutional orientation file for all agents operating within Mobius Substrate.

Prior state: no unified machine-readable constitutional orientation existed. Agents cold-starting in any Mobius repo had to traverse multiple docs to reconstruct: what Mobius is, what it protects, what is forbidden, how agents must behave, who holds halt authority, and where canonical truth lives.

This document closes that gap with a single dense file that is read by machines first.

Scope

Single new file: MOBIUS.md (repo root).

Not touched: cycle.json, ledger, vault, journals, attestation records, existing protocol docs, CI workflows, schemas. No existing content mutated.

What MOBIUS.md contains

  • EPICON intent block (self-attesting provenance)
  • Primary system definitions: CPC, EPICON, DVA, OAA, HIVE, Reserve Blocks
  • Presentation map (internal canon → public translation)
  • Agent law: five operational constraints (observe, connect, synthesize, test, archive)
  • Forbidden actions (constitutional breaches)
  • Human sovereignty clause — Michael (kaizencycle / DVA.02) as final witness
  • Sentinel roster with halt authority column (10 sentinels; ZEUS holds full halt)
  • Five canonical repos with source-of-truth designation
  • Key metrics: GI, MIC, MII, IPI (with IPI formula)
  • Development philosophy (three rules)
  • Final directive
  • Canonical references table pointing to authoritative docs

Why now (C-356)

The CLAUDE.md drift incident (froze at C-253, drifted 31 cycles) demonstrated the cost of distributed constitutional memory. MOBIUS.md is the single-file solution: dense, precise, self-attesting, authoritative.

Michael / kaizencycle holds Custodian authority (DVA.02 — Founder Standing). This document is additive-only (no existing files mutated, no governance surfaces touched), classified as a constitutional declaration, not a policy or workflow change. Founder Standing applies.
