Relationship to internal close record: this document does not replace C-369-close.md. It is a second, independently-sourced attestation, produced by cloning federation repos directly and reading source rather than trusting PR descriptions alone.
1. Method¶
This audit did not read the internal close record first and check for consistency. It:
- Cloned
Mobius-Substrate,mobius-civic-ai-terminal,mobius-browser-shell,Civic-Protocol-Core,mobius-hive, andOAA-API-Libraryfresh. - Pulled
git logfor the full C-369 day window (2026-07-11T00:00Z–2026-07-12T00:00Z) across all six. - Read the actual diff of the canon PR (
3a499afa/59c07a92) againstCANONICAL_DEFINITIONS.md, rather than trusting the PR title. - Grepped running application code for behaviors C-369 doctrine forbids (arithmetic MFS→MIC conversion, direct learning-to-MIC reward), not only whether new copy/schema files existed.
- Cross-checked branch ancestry (
git merge-base --is-ancestor) to confirm what is onmain, rather than trusting PR status labels in documentation. - Only then read the internal
C-369-close.mdand reconciled it against the above.
2. Findings reconciled against the internal close record¶

3. The finding that changes close status¶
As of this audit, a user completing a course or quiz in the Browser Shell can still be granted MIC via a hardcoded arithmetic formula (computeMICReward), in direct contradiction of the doctrine C-369 canonized the same day.
This was disclosed by the cycle authors — not concealment. But "declared gap, wallet runtime refactor deferred" understates that canon and running application disagree on the cycle's subject matter right now.
Additionally, claiming schema/compiler deliverables are complete while #372 and #370 remain on stacked branches (not main) risks agents treating missing contracts as shipped.
4. Recommendation¶
Two honest paths — judgment for the human custodian:
Option A — Reopen C-369. Merge stacked Substrate branches (#372 → main, #370 → main) and gate or remove computeMICReward → earnMIC wiring before calling the cycle closed.
Option B — Close C-369 as canon-and-schema-only and open C-370 immediately with EPICON justification: "C-369 canonized MIC/MFS/Fountain doctrine; C-370 reconciles Browser Shell live learning-reward runtime against that doctrine."
This audit recommends against closing with gaps characterized only as "deferred" without a same-day or next-cycle EPICON committing to reconcile them.
5. Corrections owed to the internal close record¶
- PR #96: Merged 2026-07-12T00:21:43Z (
702aca4). - Substrate #372 / #370: mark pending main integration (merged to stacked branches, not
main). - Gap #1: strengthen to document live
earnMICinvocation and score-to-MIC formula, not dormant legacy code.
