Cycle-boundary narrative¶
C-373 built the witness. C-374 names the school. Per the cycle-time doctrine, arithmetic cycle is the UTC day and seal status is a custodian act — C-374 opens while C-373's seal awaits its FALSE rows turning TRUE. This is intentional parallelism, not collision.
EVE attests the opening under the two-open-cycles condition. The writer gap in cycle.json is disclosed, not concealed — fixing it is a C-373 P0 custodian action, not a lifecycle sentinel override.
