C-379 is not a Reserve Block reconciliation cycle first. It is a federation-wide witness and infrastructure drift cycle: scan five surfaces, close stale incidents, identify live mismatches, correct reproducible ones.

Deterministic writer advanced to C-379 (canon: C-379 daily state sync [skip ci]) with scoped-writer declaration (allowed paths only; no attested values invented). C-379 journal exists and records federation scan as opener.
