C-379 is not a Reserve Block reconciliation cycle first. It is a federation-wide witness and infrastructure drift cycle: scan five surfaces, close stale incidents, identify live mismatches, correct reproducible ones.
1. Cycle writer — GREEN¶
Deterministic writer advanced to C-379 (canon: C-379 daily state sync [skip ci]) with scoped-writer declaration (allowed paths only; no attested values invented). C-379 journal exists and records federation scan as opener.
2. Federation scan (#410) — PASS¶
Substrate #410 merged. Purpose: live scan → Witness Table → 20 optimization items → close stale incidents → escalate live drift.

Recommended invariant: one authoritative KV-health resolver; all renderers consume same verdict.
