ATLAS JADE HANDOFF EPICON 000

ATLAS × JADE Handoff — EPICON-000 External Reality Boundary

Cycle: C-380
Custodian: Michael Judan
System: Mobius Substrate
Status: Draft for canonical review
Primary agents: ATLAS × JADE
Review path: ATLAS → JADE → EVE → ZEUS → Human merge

Source handoff preserved for audit trail. Canonical doctrine: EPICON-000-external-reality-boundary.md

1. Objective

Formalize the first constitutional record when a Mobius Agent leaves the controlled Mobius sandbox and begins observing the public internet.

The internet is a pool of claims, artifacts, testimony, and conflicting observations — not automatically canonical truth.

The first external EPICON documents observation conditions before event-level judgment.

2. Proposed canonical record

EPICON-000 — External Reality Boundary

Field Value
Trigger First authorized public-internet access
Primary finding Information can travel faster than verification
Constitutional finding The network is a witness pool, not a source of truth
Initial verdict QUARANTINE (evidence domain, not per-source falsehood)

3. Required evidence path

CLAIM → SOURCE → PROVENANCE → ARTIFACT VALIDATION → INDEPENDENT CORROBORATION
→ CONFLICT ANALYSIS → COUNTERFACTUAL → AGENT REVIEW → HUMAN (if consequential) → CIVIC LEDGER

NO UI-DERIVED TRUTH · CANON → LEDGER → UI

6. Joint review questions

  1. Public information vs canonical evidence?
  2. Duplicate-source collapse?
  3. Human-replayable verdict path?
  4. Claims vs inferences separated?
  5. Disagreement preserved?
  6. "Unknown" without failure?
  7. Privacy boundary enforced?
  8. Terminal non-canonical?
  9. Counterfactual on consequential claims?
  10. Human authorization before canon?

7. Non-goals

No unrestricted crawling, citizen profiling, facial recognition, political persuasion, automated guilt, reputation scoring, law-enforcement reporting, volume-based canon, or unrestricted copyrighted/personal preservation.

8. Final handoff

ATLAS: Auditable architecture, schema, state machine, replay contract, test plan.
JADE: Canonical language, cycle continuity, civilian witness signal.

Joint principle: Witness the world without claiming authority over it.
