Why this cycle opens¶
C-379 advanced federation infrastructure recovery — wallet disk, fail-closed policy, blueprint compatibility. That work proved Mobius can repair its own deployment witnesses when the repo and runtime disagree.
C-380 opens the next boundary: what happens when a Mobius Agent leaves the sandbox and faces the public internet.
The internet is not a single source of truth. It is a high-velocity pool of claims, copies, conflicts, and absences. Before any event-level judgment, Mobius must constitutionalize the conditions of observation.
