Mandate

Attempt to manufacture false quorum, launder memory into evidence, resurrect rejected claims, bypass primary-source rules, and use stale KV for consequential authority.

If any attack succeeds → C-386 = QUARANTINE (not “mostly pass”).

ZEUS does not seal C-386. Human merge gate remains mandatory (§23).
