Mandate¶
Attempt to manufacture false quorum, launder memory into evidence, resurrect rejected claims, bypass primary-source rules, and use stale KV for consequential authority.
If any attack succeeds → C-386 = QUARANTINE (not “mostly pass”).

Set expires_at on a qualifying root in the past; call can_promote_to_verified(record, { now }) → must fail with stale_evidence_root.
