C400 ZEUS DISPUTE RESOLUTION
C-400 ZEUS Dispute Resolution¶
Cycle: C-400
Dispute count: 3 verification runs (2026-08-11 UTC)

Category: Evidentiary + Temporal (operational observability)

Dispute Statement¶
ZEUS marked verification_status: disputed on three daily verification artifacts:
| Timestamp (UTC) | File |
|---|---|
| 06:04 | docs/catalog/zeus/2026-08-11T06-04-06Z-verification.json |
| 12:03 | docs/catalog/zeus/2026-08-11T12-03-26Z-verification.json |
| 18:56 | docs/catalog/zeus/2026-08-11T18-56-47Z-verification.json |
Quorum attestation was achieved (5/5) on all runs. Disputes reflect warn-level check failures, not GI falsification or mock-source fallback.
Analysis by Dispute Class¶
1. Micro cycle lag (Temporal) — ADOPT fix¶
ZEUS check: micro cycle lag — micro endpoint reported cycle=C-306 while integrity-status and ATLAS reported C-400.
Root cause: app/api/signals/micro/route.ts used process.env.CURRENT_CYCLE ?? 'C-306' when env unset.
Resolution: Replace hardcoded fallback with currentCycleId() from @/lib/eve/cycle-engine (terminal branch cursor/c400-micro-cycle-sync-0e02).
Verdict: ADOPT — code fix addresses root cause.
2. kv_keys_ok flag (Evidentiary) — PARTIAL¶
ZEUS check: ATLAS heartbeat flags.kv_keys_ok=false while KV seed returned 200 OK and kv_keys.ok=true.
Root cause: Flag aggregation in ATLAS sweep uses stricter composite than live /api/integrity-status seed path. Transient during sweep; not a missing-keys incident.
Resolution: Document as known flag semantics mismatch. No production KV mutation required. Track for ATLAS flag harmonization in C-401.
Verdict: PARTIAL — operational documentation; not a constitutional violation.
3. External instrument watches (Evidentiary) — ADOPT as watch¶
ZEUS checks: gaia-noaa-alerts, daedalus-cloudflare-radar persistent watch scores.
Root cause: External signal sources reporting sub-nominal scores; micro composite remains ~0.90.
Resolution: Accept as external reality watches per Goodhart Resistance §17. Not Mobius canon claims.
Verdict: ADOPT — retain watch state; no EPICON canon change.
4. gi_alignment early runs (Evidentiary) — OVERTURN¶
ZEUS check (06:04, 12:03 only): GI delta between ATLAS and integrity-status exceeded threshold.
18:56 run: gi_alignment pass (delta 0.024).
Verdict: OVERTURN for sustained dispute — transient alignment resolved within cycle.
Custodian Response Summary¶
| Dispute theme | Resolution | Blocker cleared? |
|---|---|---|
| Micro cycle C-306 vs C-400 | Code fix PR | Yes (after merge + deploy) |
| kv_keys_ok flag | Document + defer harmonization | Yes (operational) |
| External watches | Retain watch; no canon impact | Yes |
| GI alignment (early) | Transient; later run passed | Yes |

Witness Table¶
| Claim | Verdict | Evidence |
|---|---|---|
| ZEUS disputes block C-401 constitutional work | FALSE | Warn checks only; quorum achieved |
| Micro cycle lag has identified root cause | TRUE | grep C-306 app/api/signals/micro/route.ts (pre-fix) |
| All three disputes require KV mutation | FALSE | Docs + code only |
