2. kv_keys_ok flag (Evidentiary) — PARTIAL

ZEUS check: ATLAS heartbeat flags.kv_keys_ok=false while KV seed returned 200 OK and kv_keys.ok=true.

Root cause: Flag aggregation in ATLAS sweep uses stricter composite than live /api/integrity-status seed path. Transient during sweep; not a missing-keys incident.

Resolution: Document as known flag semantics mismatch. No production KV mutation required. Track for ATLAS flag harmonization in C-401.

Verdict: PARTIAL — operational documentation; not a constitutional violation.

3. External instrument watches (Evidentiary) — ADOPT as watch

ZEUS checks: gaia-noaa-alerts, daedalus-cloudflare-radar persistent watch scores.

Root cause: External signal sources reporting sub-nominal scores; micro composite remains ~0.90.

Resolution: Accept as external reality watches per Goodhart Resistance §17. Not Mobius canon claims.

Verdict: ADOPT — retain watch state; no EPICON canon change.
