This PR updates cycle.json only:

• Preserves C-410 (no advance to C-411)
• Supersedes stale C-358 / C-361 / seals 319 / in_progress_balance 32.13 residue
• Withholds editorial GI authority (gi_status: unresolved; carry-forward 0.9 not promoted) — runtime truth in operational_pulse
• Records competing GI readings without averaging
• Preserves ZEUS disputed disposition in operational_pulse

No KV mutation. No execution authority granted.
