  REASONING: scripts/check-cycle-pointer.mjs (OPT-02, C-360 Constitutional Gates) has been failing on every PR to this repo since cycle.json advanced past C-414: docs/STATE_OF_THE_SUBSTRATE_LATEST.md and mkdocs.yml both still read current_cycle=C-414 while cycle.json reads C-416. mkdocs.yml's current_cycle is a plain build-config pointer with no editorial content, so it is bumped mechanically. docs/STATE_OF_THE_SUBSTRATE_LATEST.md is a synthesized editorial document (precedent: EPICON_C-413_DOCS_editorial-state, Homeroom Job #7) that cannot be honestly advanced by bumping only the Cycle field -- its own header warns "mixing [authority classes] is how lag becomes a false seal." This EPICON advances the dateline with real, sourced facts (journals/cycles/C-415.json and C-416.json: both are plain mobius-bot-state-sync arithmetic rollovers, ledger_gi_attested=false, GI_NULL_IN_PULSE) and updates the authority-classes table and cycle-pointer bullets to C-416, but does NOT claim a fresh live Terminal fetch: this editorial session had no network egress to terminal.mobius-substrate.com (confirmed: CONNECT tunnel failed, HTTP 403), so every live-observation number in the doc is explicitly re-labeled as "last fetch 2026-08-25T16:02:45Z (cycle C-414 at fetch time), not re-fetched for C-415/C-416" rather than either silently left unlabeled under the new C-416 header (implying it's current) or fabricated with invented current numbers. CORRECTION (Codex review on this PR): the first version of this doc's prose said Job #2's gi_attested_this_cycle/gi_withheld_reason fields are "now visible in the arithmetic pointer itself" -- true of the merged writer code, false of the currently-committed cycle.json, which does not yet contain those keys (they populate on the writer's next scheduled run, not retroactively). Also corrected: "Not completed for C-411 through C-416" overstated verification -- only C-411-C-414 were live-fetched; C-415/C-416 are unverified, not confirmed-unsealed.
