How to add a journal entry

At cycle close, create journals/C-NNN.md with:

  1. Dateline — opened/closed, GI range, custodian
  2. Major events — numbered C-NNN-00X entries
  3. Canon ratifications — laws and EPICONs ratified this cycle
  4. Open issues — honest carry-forward

Update mkdocs.yml nav under Cycle Journal and set extra.current_cycle in mkdocs.yml.
