What Mobius Is

Mobius is an open, civic framework that helps societies observe, audit, and govern AI behavior without surveillance, censorship, or centralized control.

Mobius does not control AI systems. Mobius makes their behavior legible, accountable, and historically persistent.


Why Mobius Exists

What Mobius Does

1. Intent Transparency

AI systems must declare why they act before acting. Hidden motives become visible.

2. Integrity Measurement

Behavior is tracked over time, not judged in isolation. The Mobius Integrity Index (MII) captures drift and patterns.

3. Threshold Enforcement

When integrity drops, systems are automatically slowed, paused, or flagged. No human has to catch it first.

4. Public Memory

Abuse cannot be erased by rebranding or PR resets. History persists in an immutable record.

5. Citizen Participation

Core Principles
